Am I supposed to be able to control when the paper falls over or will it happen over time? Am I supposed to be able to control when it falls?

I mean if you just started you may not be able to control it, but if you are good at it i think you can control it.

The first one. The target should move on your command. I like to hit it with one single push rather than a slow trickle of energy to move it over time.
What you need is to concentrate your energy internally before releasing. Have you tried the looping exercise?

Yes, I have. But I don't feel the energy "leaving" my hand. I feel it in my hand, but not leaving.

So lets just say I can't make it fall over on command... would that maybe mean It's the wind that pushes it down?
