how would you know if a person is gifted with such powers? is it really like that? or everybody is powerful to uplift such psychokinesis and telepathy etc. i just want to know.

Everyone is gifted. Some are more naturally talented(they achieve faster results) then others. But at the end everyone can develop their psychic abilities. Cause they already have them. It's something you're born with.
